The Spree-Neisse-District has been established by means of the local government restructuring of the State of Brandenburg including the former districts of Forst (Lausitz), Guben, Spremberg and Cottbus-Land in December 1993. It surrounds collar shaped the city of Cottbus as a regional authority independent from any district administration.
